State Street Watermain and Resurfacing Project

Project Overview

This is a continuation of projects along State Street to replace aging drinking water pipes, improve stormwater infrastructure to improve water quality, resurface a road in poor condition, consider the University of Michigan’s 2050 Campus Plan, and enhance safety and mobility options as outlined in the City’s Moving Together Towards Vision Zero transportation plan.

May 22, 2025 update

The contractor has been focusing on the continued placement of 12-inch water north toward the East William Street intersection.

Week of May 26,

There is no work on Monday due to the Memorial Day holiday. Construction will resume on Tuesday, May 27 and continue the rest of the week.
The contractor will begin to utilize a technique known as a “jack and bore” to place the water main beneath two steam tunnels.
The installation of fire hydrants and a new water service to LSA building may also occur.

Detours in place

Vehicles traveling northbound should follow the posted detour of Hill Street to South Forest Avenue, to Washtenaw Avenue (Business Route 94) to Geddes Road to North University Avenue.
Vehicles traveling southbound should follow the posted detour of North University to Geddes Road to Washtenaw Avenue (Business Route 94) to South Forest Avenue to Hill Street. Cyclists traveling northbound should follow the posted detour of Packard Road to South Division Street to East William Street.
Cyclists traveling southbound should follow the posted detour of East William Street to South Division Street to Packard Road.
Pedestrians should follow the posted detour routes when sidewalks are closed to use.

Art Fair

State Street will reopen for the Art Fair on July 14 but will close again after the event. Construction will then continue through November 2025. May 16, 2025 update

Week of May 19 update

The contractor will continue installation of water main up to the northern steam tunnel. The focus will then shift to utilizing a construction technique known as a “jack and bore” to place the water main beneath the two steam tunnels.

Once the boring operation is completed, the intersection of State Street at South University will be closed to continue installation of water main on the south end of the project. State Street will reopen for Art Fair the week of July 14. State Street will be closed again once Art Fair has concluded with construction resuming through November, 2025.

Why is this project being done?

Stormwater runoff quality to be improved by constructing an infiltration trench to send water into the aquifer instead of a directly to the Huron River which gives soil the opportunity to filter out pollutants.
Consolidation of two aging water mains maintained by the City of Ann Arbor and the University of Michigan into one.
Protected bicycle lanes.
Two raised mid-block crosswalks to enhance safety for people crossing the road.
A northbound transit queue jump lane to improve bus headway times along the corridor.
A transit signal at the intersection of State Street and East William to allow buses to get ahead of other vehicles.
Enhanced bus stops for northbound and southbound riders.
On-street parking will be removed to make space for the transit and bicycle improvements. The city is reviewing adjacent locations for on-street parking.

Funding sources

This project is funded by the City of Ann Arbor Street, Bridge and Sidewalk Millage, Water Fund, Storm water Fund, and University of Michigan.

State Street will be closed for the duration of construction between South University and East William Street.
The contractor will be required to maintain the construction site for fire truck access.

The project will be paused so that State Street can be open for the 2025 Art Fair.

Cross section A-A depicts a view from a location two hundred feet north of the South University intersection looking north toward East William Street. Moving left to right, the street cross section consists of a fourteen-foot-wide sidewalk, a two foot wide curb and gutter, a six-foot-wide protected bike lane, an 8-foot-wide platform that serves as a southbound bus stop for AAATA (The Ride) patrons, two ten and half foot north and southbound travel lanes, an eleven foot wide northbound transit lane that will service buses operated by the Ride and the University of Michigan, a three foot buffer area, a five foot wide northbound bike lane, a two foot wide curb and gutter, and a fifteen foot wide sidewalk. Delineation devices will separate the bike lane from the sidewalk and bus stop platform.

Cross section B-B depicts a view from a point four hundred feet north of the South University intersection looking north toward East William Street. Moving left to right, the street cross section consists of a twelve-foot-wide sidewalk, a two foot wide curb and gutter, a five-foot-wide protected bike lane, a two foot wide buffer zone, two ten and half foot north and southbound travel lanes, an eleven foot northbound transit lane that will service buses operated by the Ride and the University of Michigan, an 8-foot-wide platform that serves as a northbound bus stop for The Ride and University of Michigan, a five foot wide protected northbound bike lane, and an eight foot wide sidewalk. Delineation devices will separate the bike lane from the sidewalk and bus stop platform.

Moving left to right, the street cross section consists of a twelve-foot-wide sidewalk, a two foot wide curb and gutter, a six-foot-wide protected bike lane, a two foot wide buffer zone, two ten and half foot north and southbound travel lanes, an eleven foot northbound transit lane that will service buses operated by the Ride and the University of Michigan, a 10-foot wide greenspace, a five foot wide northbound bike lane, and an eight foot wide sidewalk.
